On 5 September 2018, STBB hosted approximately 600 members of the Western
\nCape property development community at the CTICC for an evening of hard-hitting
\npresentations and thought-provoking debate.
\nThe keynote speaker for the evening was Adv. Thuli Madonsela who addressed the
\n(Land) Expropriation Bill. Other speakers included Jonty Cogger from Ndifuna
\nUkwazi addressing inclusionary housing, Brett Herron from the City of Cape Town
\naddressing the city\u2019s affordable housing policy and Manfred Braune from the Green
\nBuilding Council of South Africa addressing the need for and benefits of building
\ngreen. The evening was chaired by 702\u2019s Bongani Bingwa.
\nAdv. Madonsela stated that certainty in terms of property and section 25 of the
\nConstitution is required and that the Expropriation Bill will provide such certainty.
\n\u201cCertainty is essential to the rule of law and will assist investors in anticipating
\nrisks\u201d, Madonsela said. She pointed out that, once this certainty comes, we will
\nknow once and for all exactly which farmland and which development land would
\nfall outside the criteria for expropriation. Hopefully, any unlawful expropriation will
\nthen also cease.<\/p>\n
In his presentation, Jonty Cogger from Ndifuna Ukwazi highlighted that, over the
\npast year, his organisation has objected to exclusive and unaffordable private
\ndevelopments across Cape Town on the grounds that they do not advance the
\nprinciple of spatial justice as required by the Spatial Planning and Land Use
\nManagement Act\u00a016 of 2013 (SPLUMA). Cogger pointed out that these developments
\nperpetuate apartheid spatial planning in that they are not inclusive in terms of race
\nand class.
\nBrett Herron spoke to one of the City of Cape Town\u2019s greatest challenges \u2013 the
\nprovision of affordable housing. Herron said: \u201cMy team has driven a turnaround
\nstrategy for housing over the last 18 months, almost doubling delivery within two
\nyears. Government must deliver faster and in better locations, because where
\npeople live matters. Building large scale free basic housing on the outskirts of cities
\nentrenches apartheid era spatial and economic exclusion patterns, whereas well
\nlocated state-owned land or a contribution from new large private developments
\ncan help develop inclusive neighbourhoods and cities.\u201d
\nFrom looking after our society, to looking after our environment, Manfred Braune
\nfrom the Green Building Council of South Africa, pointed out that it has become
\ncritical to design, construct and operate buildings that are energy efficient,
\nresource efficient and environmentally responsible.\u00a0\u201cGreen Buildings offer us a
\nfantastic opportunity to save energy and water, reduce waste, cut down on
\ngreenhouse gas emissions, conserve natural resources; all while creating healthier
\nand more productive spaces that tenants want to occupy\u201d, said Braune. He went on
\nto say that: \u201cGreen building is on the rise \u2013 in 2018, the four largest cities in South
\nAfrica are committing to transform the property sector, such that all new
